    I was debating the fact that we need to ask India government to device some sort of parity between Capital acceptance from U.S. firms. It takes us, who respresent Intellectual capital, 5 to 6 years to get some kind of permanent residency in U.S. and that too in a grudging manner. Why do U.S. MNCs demand immediate clearence of their projects and complain about delay etc. If you look at comparative delays, Indian system is still light years ahead of so called efficient American system. Its just that we need to look at things from a correct perspective. Monetary capital needs to be treated at par with Intellectual capital. Just a thought.

    DISCLAIMER: SPECIFIC TO THE INDIAN EDUCATION SYSTEM

    I am sorry but I disagree with the "best among the best" comment. To equate success in the IIT entrance exam to being the best is a mistake. Success in the entrance exams to those Insititutions comes from focus and hard work. This does not necessarily mean that the people who go there are the best. They ARE definitely the best at preparing for the exam.

    Keeping debates on "education standards" aside, from a middle-school student's perspective its definitely not easy to get into a decent higher educational institute in India; what with reservations and the enormous competition . We cannot deny that higher education opportunities are definitely better(though more expensive) in the developed countries.

    04/28/2007: Sen. Hagel's Immigrant Accountability Act of 2007, S.1225, and Point System for Legalization

    The Senater has released the skeleton of this bill that provides for legalization of illegal aliens as part of his Comprehensive Immigration Reform legislation proposal. This is a companion bill to his High-Tech Worker relief proposal. Supposedly, S. 1225 is to cover the illegal immigration issues and the High-Tech worker relief bill is to cover the legal immigration issues.
    It is uncertain the point system the House Judiciary Subcommittee is scheduled to have a hearing on 05/03/2007 is limited to the legalization legislation or overhaul of the total immigration system. If it is limited to the legalization, we would not necessarily oppose to the idea, but it involves overhaul of the entire immigration systemn, we would strongly oppose to such point system.
    The point system which Senator explained in the press release in S. 1225 includes the following:
    � Military Service (after meeting initial qualifications for adjustment)
    � Advanced English proficiency
    . Civic Engagement � significant community service work (religious or secular), a clean criminal record, and on time payment of income taxes for past work
    � Business ownership (which employs at least 2 unrelated �legal� workers)
    � Home ownership
    � Work History (points for each year of work an alien can prove) (Like Hagel/Martinez)
    � Education (additional points for all levels of education)
    � U.S. Presence (points for length of time in the U.S.) (Like Hagel/Martinez)
    � U.S. Citizen/Permanent Resident Spouse or minor child
    (A)Basic Points FACTOR POSSIBLE POINTS
    Work :The range of points is based on the number of years a person has worked in the U.S. (Up to 5 points per year possible.) 15-30
    Education :An alien may earn minimal points for primary school, additional points for high school or obtaining a GED, or skilled trade license. 15-30
    Family: A person may earn points for having a U.S. citizen child; additional points may be awarded for a U.S. citizen/legal resident spouse. 10-20
    English: The range of points is based on level of proficiency - the more fluent, the more points. 5-15
    Civic Engagement :Points may be earned for community service, having no criminal or civil infractions, and on time payment of taxes. 5-20
    U.S. Presence: The range of points is based on the number of years a person has lived in the U.S. (Up to 5 points per year possible.) 10-12
    Total Possible Points: Specific point values will be determined by regulation. 60-127
    An alien must earn 65% of available Basic Points to eventually qualify for a green card and citizenship.

    (B)Extra Credit Points :Extra points may be awarded to those immigrants who have made exceptional contributions. FACTOR POINTS
    U.S. Military Service :Points for being eligible for honorable discharge. Up to 20
    Business Ownership :Points awarded if business is sustained for 18 months and alien employs at least 2 non-relative employees. Up to 10
    Advanced Education: Points for college degree or advanced degree. Up to 15
    Home Ownership :Up to 5
    Other Circumstances: There will be factors that we are unable to anticipate at this time. These factors, and the points to assign to them, are at the discretion of the Secretary of Homeland Security. Up to 20

    All,
    The object of this thread is straightforward - it is to understand if you as a donor member will contribute more $ (or start contributing!) if you get more regular information updates (weekly?) from Core? I know there was a funding drive in March which led to us meeting the goal of $10,000 (and then some). However, while there has been a new goal of $10,000 created for April, we have made little progress towards that. As someone who contributed $100 the first time round in March, but haven't yet made a contribution towards the April funding drive, I can admit that one of the primary reasons for this is because there has been very limited information shared since then. While I COMPLETELY trust in the fact that the Core team is making every effort humanly possible to further our cause, I am also a member of the human race that by nature seeks information and looks for leadership to be more sharing about progress. I personally believe transparency is a key enabler not just to gaining participation and building momentum, but also to creating innovative solutions to problems by engaging more individuals in the process (borrowing this "leaf" from President's Obama's playbook will be highly beneficial to our casuse)

    Let me clarify this is NOT an indication of lack of trust in Core NOR do I believe that there isn't a sincere effort being put in by a whole bunch of dedicated individuals. However, my suggestion is simply an idea to further the cause - would definitely like to hear how the rest of this immigration community feels!

    I know I am not going to get my GC righ away by attending rallies/meetings and activity's. But there should be an efforts from every one to raise their hand and contribute for the cause. Appreciate the core members and state chapter leaders for your vision and work.

    At the same note,I regret for not being at DC after meeting some of the members yesterday.

    Before, I have little/no idea of how to approach lawmakers (my idea of meeting lawmakers was like meeting politicians in INDIA, Zindhabad...Zindhabad type), glad i do now :rolleyes:!

    Main concern/talk was about not many people turning up with 3000 IV members in the tristate, I strongly believe we can do much better in the number department for the next meeting. Again, not just numbers but with some motivation to take part in the events to come.

    I did not like the leaders thanking the members just because they turned up! It should always the other way around, members should thank the leaders for organizing such events. After all it is for ones own benefit, no one is doing a fa�vour to any one!

    Come on folks, join ur state chapters.

    Counterproductive? what are you talking about. If they want they can approve 25000 cases in one day. It is nothing to do with productivity. Its all plain politics.

    I would let my application rot in USCIS hell than not applying. Regardless of what AILA says, I believe the verdict is going to be for all who is affected.
    If they let us apply I-485 , we get EAD, hence the ability to change the employer after 6 months. Lot of us who work for Desi companies needs this.

    I believe any efforts to make USICIS accept all applications can be couter productive. You can have some people getting stuck for sure for many years before they get their green cards. also since new fees kick in on July 30th, you will have to pay for the EAD,AP.
    The law-suit can benefit only a few of us, so why is IV behind this.
    Can the core members comment on this.
    I tihnk all these efforts do not define a common cause right now.

    I heard from some of my friends that places like Detroit downtown,Arkansas,St.Louis,Tennessee, Louisiana are deadly dangerous.How far this is true?
    Recently I met one friend. He was visiting his friend for vacation in New Orelans. When he was washing his hands in the rest room (in a shopping complex or Mall), suddenly he saw 3 or 4 guys surrounding him, hit him and took away his vallet and cell phone. Within a short time his credit card was used for a huge money around $2000. He was hit so bad that his nose bones broke into pieces and he has metal installed now for him to breath properly. I am not sure if this is due to bad economy or enemity over immigrants.

    (1) To carry out programs that provide education and training to establish nursing career ladders to educate incumbent healthcare workers to become nurses (including Certified Nurse Assistants, Licensed Practical Nurses, Licensed Vocational Nurses, and Registered Nurses). Such programs shall include one or more of the following:

    (A) Preparing incumbent workers to return to the classroom through English as a second language education, GED education, precollege counseling, college preparation classes, and support with entry level college classes that are a prerequisite to nursing.

    (B) Providing tuition assistance with preference for dedicated cohort classes in community colleges, universities, accredited schools of nursing with supportive services including tutoring and counseling.

    (C) Providing assistance in preparing for and meeting all nursing licensure tests and requirements.

    (D) Carrying out orientation and mentorship programs that assist newly graduated nurses in adjusting to working at the bedside to ensure their retention post graduation, and ongoing programs to support nurse retention.

    (E) Providing stipends for release time and continued healthcare coverage to enable incumbent healthcare workers to participate in these programs.

    (2) To carry out programs that assist nurses in obtaining advanced degrees and completing specialty training or certification programs and to establish incentives for nurses to assume nurse faculty positions on a part-time or full-time basis. Such programs shall include one or more of the following:

    (A) Increasing the pool of nurses with advanced degrees who are interested in teaching by funding programs that enable incumbent nurses to return to school.

    (B) Establishing incentives for advanced degree bedside nurses who wish to teach in nursing programs so they can obtain a leave from their bedside position to assume a full- or part-time position as adjunct or full time faculty without the loss of salary or benefits.

    (C) Collaboration with accredited schools of nursing which may include community colleges and other academic institutions providing associate, bachelor’s, or advanced nursing degree programs, or specialty training or certification programs, for nurses to carry out innovative nursing programs which meet the needs of bedside nursing and healthcare providers.

    (h) Preference- In awarding grants under this section the Secretary shall give preference to programs that--

    (1) provide for improving nurse retention;

    (2) provide for improving the diversity of the new nurse graduates to reflect changes in the demographics of the patient population;

    (3) provide for improving the quality of nursing education to improve patient care and safety;

    (4) have demonstrated success in upgrading incumbent healthcare workers to become nurses or which have established effective programs or pilots to increase nurse faculty; or

    (5) are modeled after or affiliated with such programs described in paragraph (4).

    (i) Evaluation-

    (1) PROGRAM EVALUATIONS- An entity that receives a grant under this section shall annually evaluate, and submit to the Secretary a report on, the activities carried out under the grant and the outcomes of such activities. Such outcomes may include--

    (A) an increased number of incumbent workers entering an accredited school of nursing and in the pipeline for nursing programs;

    (B) an increasing number of graduating nurses and improved nurse graduation and licensure rates;

    (C) improved nurse retention;

    (D) an increase in the number of staff nurses at the healthcare facility involved;

    (E) an increase in the number of nurses with advanced degrees in nursing;

    (F) an increase in the number of nurse faculty;

    (G) improved measures of patient quality as determined by the Secretary; and

    (H) an increase in the diversity of new nurse graduates relative to the patient population.

    (2) GENERAL REPORT- Not later than September 30, 2013, the Secretary of Labor shall, using data and information from the reports received under paragraph (1), submit to Congress a report concerning the overall effectiveness of the grant program carried out under this section.

    (j) Authorization of Appropriations- There are authorized to be appropriated to carry out this section for fiscal years 2012, 2013, and 2014, such sums as may be necessary. Funds appropriated under this subsection shall remain available until expended without fiscal year limitation.

    SEC. 4. COLLECTION OF DATA AND REPORTS TO CONGRESS ON FOREIGN-TRAINED NURSES NEWLY ADMITTED TO THE UNITED STATES EACH FISCAL YEAR.

    (a) Requirement To Collect Data- With respect to each fiscal year, beginning with fiscal year 2011, the Secretary of Homeland Security shall collect the following data for each alien that acquires the status of a lawful permanent resident or a temporary alien worker (including as a temporary professional worker under the North American Free Trade Agreement) during that fiscal year for employment as a professional nurse:

    (1) The country of residence and country of nationality of the alien at the time such status is acquired.

    (2) The country or countries in which the alien received the professional education and training to be licensed as a nurse.

    (3) The name and address of the petitioning employer.

    (4) The name and and address of any recruiting agency used by the petitioning employer with respect to the recruitment, processing or preparation of the alien for the employment involved.

    (5) The processing time for review and action on the petition with respect to each such aliens.

    (b) Research of Data From Prior Fiscal Years-

    (1) With respect to the fiscal years 2006 through 2010, the Secretary shall determine which of the data required to be collected pursuant to subsection (a) are available for retrieval in electronic databases maintained by the Secretary.

    (2) In preparing the report for fiscal year 2011 mandated by this section, the Secretary shall include a summary of all such available data for fiscal years 2006 through 2010.

    (c) Reports- The Secretary shall submit annual reports aggregating the data collected under subsection (a), and, with respect to the report for fiscal year 2011, such additional data identified pursuant to subsection (b), along with such related information as the Secretary determines to be appropriate, to the Committees on the Judiciary of the House of Representatives and the Senate not later than 90 days after the end of each fiscal year. Such reports shall include--

    (1) the aggregate number of aliens who acquired a status described in subsection (a) during such fiscal year and subtotals of the status categories acquired;

    (2) subtotals within each status category for the data element collected pursuant to subsection (a); and

    (3) the average processing times for each different type of petition or application involved in the acquisition of status.

    (d) Publication in the Federal Register- The Secretary shall cause to have published in the Federal Register notice of the submittal to the Committees on the Judiciary of the House of Representatives and the Senate of each report required under subsection (c) and of the availability to the public of each such report.
