Valid question but please refrain from saying AC21 to draw member attention. AC21 is not relevent for this issue. this seems to be a general job change question. Talk to your HR at either your new company or the old one.

Hi, I got two "receipts":
Number 1: received date: July 2nd and notice date: September 4. Receipt number: WAC-XXXXXX, It was sent from CSC
Number 2: this is a "transfer notice" with Receipt Date Aug 31 and Notice date September 7th. It said that my case had been transferred to NSC because I reside in the NSC jurisdiction. Please note that I sent my application to NSC to begin with...
Strangely, the transfer notice was also sent from an envelpe with CA stamping.
So I called yesterday and asked why the case was transferred back and forth and whether the delay in between affect my sequence in the processing time.
Answer: 1.Why did it get transferred? Because NSC center is overwhelmed and need help from CA center. Then CA center was overwhelmed so the case has to go back to NSC.
2. Does the delay affect my sequence in the processing time?
NO, the "Received Date" of July 2nd is recognized.
My thoughts: You can call and verify the information. My first call got to a woman who did not know what she is talking about.:mad: I had to call the second time. Please share your info if you had called or will call. USCIS is unreliable and random. We need to verify a couple times and see whether the answers are consistent--this has been my strategy dealing with them.

I think most of EB3I and EB2I are missing one point.
EB3I didn't loose anything by the change in spillover policy few years back.
It is EB3-world who lost. Obviously EB2I and EB2C was on the gainers side.
EarlierSpillover EB1row->EB2row->EB3row->EB1I/C->EB2I/C->EB3I/C
CurrentSpillover EB1row->EB1I/C->EB2row->EB2I/C->EB3row->EB3I/C
(or to be more precise, it is currently EB1->EB2->EB3 since spill overs are not considering country based limitations)
Either way EB3I was last in the que. So nothing changed for EB3I or EB3C.
EB2I or EB2C on the other hand moved ahead of EB3row, that is very noticeable.
EB1I/C also moved ahead of EB2row, by this is not that noticeable, since all these categories were close to "current" either way.
In summary, you change the spillover whatever way.... EB3I is always going to be at the end of the line, least benefiting from any spill over.

You wait for 120 days and make umpteen calls to USCIS. Finally you get your EAD which is valid only for 10 months eventhough your priority date is predicted to be in next Ice Age.
If you want to correct the mistake done by USCIS go through some more pain and hassles or suck it and shell your hard earned money to renew after 10 months.I guess no one in USCIS cares for shoddy service they do.

2) Bad reputation at work for not focusing on the job and the time that I took off from work to fix appointments for medical.
3) Most importantly the frustration and disappointment from this huge mess.
Lessons learned:
1) DO NOT trust USCIS or DOS, they are here not to help us nor make things easier for us.
2) G.C. process is mainly based on luck and not on merit.
3) We Indians have a bad reputation among Americans, for their allegations that we are taking away their jobs.
4) Bottomline, our life in USA is coming to an close. Time to have our bags packed and ready to relocate back to home.

If you join as a PM somewhere ...you need to be aware of things line earned value, risk register, critical path, management reserves, contract change control system, stages of team formation, types of Org..etc..etc..which is common terminology for PM's..so unless you want to join as a PM and blink you want to get certified..
Most manager jobs require this certification ...like you would go to a dentist to deal with problems with your teeth...not that a general physican cant do it..but a dentist specailises in teeth care..just like it PM is a separate proffession..I have seen MBA getting PMP ceritified..
For a Reason ..among all the certs ...this is the 1st or the 2nd most sought after..in the world..

Kinkos is horrible!!! I went there this morning and had to wait 40 minutes for my photos and when they came back they had a greenish tint and the colors were all washed out. They looked like a two year old photoshoped them :D Clearly they would have been rejected by immigration so I asked for my money back.
I then went to Sears and they did a great job. They have professional studio equipment and all it took was 5 minutes and I had all my copies looking great like they're supposed to.
So... Sears, highly recommended. They charged me $61 for two sets of 8 photos for me and my wife which is the same price as Kinkos or CVS & Walgreens, less the horrible amateurish quality.
I then went to Sears and they did a great job. They have professional studio equipment and all it took was 5 minutes and I had all my copies looking great like they're supposed to.

many other states including mine has this requirement after 9/11. They require latest(within 1 month) employer letter saying what my name and address is and I work for them.

my qualification is 10 + 12 + 3 BSc Physics + 3 MCA. My LC clearly states that a Master's is required.
does this qualify for a US Master's? please note the fields are different.
My i-140 has been denied and waiting for notice...mostly it education and i filed under EB2 in TSC...
any input guys?????

I called too. They told me that NSC needs 2 month to process it--presumably, getting the FP notice out to me.
