The problem with the EB Community/ IV members is that we think that going and talking with our lawmakers is not going to help. Or, we are under the impression that all politicians generally know everything about us and are just unwilling to do anything about it for political reasons.
The truth is that 90% of lawmakers and their staff have no clue that there are thousands backlogged and stuck in this process for a decade.
It is our job to educate, bring our issues to light and keep pressure on them to bring/cosponsor or vote for a meaningful bill that will allievate our problems.

Precisely, members underestimate the importance of meeting lawmakers in a large scale. When we meet members of Senate and congress all over the country, not only can we get a new Bill, but our provisions could also get attached to any other Bills once they morally support us. But it will not happen if you just send chain mail, its all about building human relations with the law maker staff and make them aware of our problems. That is why family based visas and illegals, kids (DREAM) get ahead as they have the human factor apparent.
With law makers its all about human values, empathy, compassion, etc. - like family, kids. You can forget everything about rocket science, recursion, curve fitting - it doesn't mean anything to them in terms of getting their support. It is difficult for a technical person to understand this and their point of view. It would help to get your extended family involved if you have one.
Even today skill based immigration is not even at the forefront of population growth, as their idea about general population is a bit different and has nothing to do with IQ. that is why extra effort is needed from us.
There has to be a continuous relation maintained with the immigration rep of the law maker.

Big movement usually comes in June (last quarter of the fiscal year) because DOS is not good in statistics (they are hiring US citizens...just kidding, no offense meant) and only that time it realizes that there are more visas to give. And then suddenly some big VB movements (i think DOS should hire us instead as statistician....i can make accurate VB...lol).
But I believe for FY2008, big movement will come on April (DOS doesn't like a repeat of the July VB fiasco).

My case is also similar to yours, My 1st labor was filed 2001 March, and I had to switch my employer and the 2nd labor was Sept 2002, Again I had to switch the employer, And finally 3rd labor was filed on June 2004, cleared around Dec 06 from the BEC .
Still waiting for GC with the Valid H1 ( Until Feb 2011)
I am waiting for the magic email.
Call them. For some it was approved and didnt trigger the e-mail.

Application form is asking for address to be printed and other address. I am planning to keep my India address (my place) on my passport. I use my passport as a address proof in Inida. It means i need to fill it in address to be printed coulum.

You are right that there is no hope for EB3 India. But only as long as you and others in EB3 do not meet their lawmakers. Take part actively in action items. We have details of every local town hall meeting in your area and you can go there. We can help you set up your meeting with your lawmaker in his office. We can help you meet in their DC office if you want to get really active. We have several more details and ideas and need people to work on them.
FYI we never use the terms like EB2 or EB3 in our meetings with lawmakers. There is no priority in our agenda based on category or nationality. I and other EB3s have donated to most of the IV causes and campaigns. We have written to our Senators, reps, sponsors and co-sponsors of bills but nothing has helped.
If IV renews its focus to help EB3-I/C/ROW then you can expect more contributiuons from EB3s.
I do not want a lesson on EB3/EB2/EB1...there is no end to opinions on this forum. What I and other EB3-I/C/ROW want are results. Contributions, meeting the lawmakers, writing to politicians etc will kick in fourth gear if there is a reasonable advancement of dates for EB3-I/C/ROW.

I also have another suggestion. Why don't we also do a targeted campaign at partnering with corporate HRs to push for EB relief. Many corporate HRs are aware of the EB2 and EB3 retro pains. These corps rely on EB2 and EB3 folks for innovation and technology. Corporations have a lot of power in pushing legislation. I am just suggesting to try other channels as well. Corporates being just one.

I think there are more people affected by this than 50 people mentioned in this thread. My recommendations are.
1) Need to gather additional people got affected by this
2) Most of the people already contribute to IV but if we need additional funds to drive this lobbying, need to find out and start collecting additional funds
3) Need advise from IV moderators/seniors about the next step regarding lobbying or contacting the local law makers or collecting additional funds for organized lobbying.
Other information we need to find out is does any people got LCA approved after the audit? If yes, how much time it has taken after the audit?

Why do I get a feeling you are incapable of digesting the concept of "Law of the land". There are certain rules that govern PR & Citizenship statuses ( of all countries)and only land mark & ground breaking edicts can alter such law’s , and that too very slightly. who ever file in EB2 category, they are auditing and asking too many details like, business necessity, previous employee exp if it is re filling the position, recruitment report (paper advertisement, dates, intranet advirtisement details what not)...
so as of now we can't say that they are targeting only IT people.
